That depends on the forum you have decided it to become the source of portal announcments. which can bet set from the board settings
so deleting that thread should remove it from the protal page
if it stayed there, try to rebuild the cache of ur board

I've surely NOT chosen a forum to become the source of portal announcments. And I don't find anything in the board settings related to this.

You can enter the ID of the forum you want to get the messages from in your Admin-CP -> Board Settings -> Change -> Portal Settings.
