Ok on a sky hlep site it says this:

...So its not free... as you HAVE to pay for something to use it.... XD

It's like a cellphone plan. Pay for the plan, get a free phone. In this case, pay for the service, get a free PVR.

Even better is Bell's idea of rural high speed, this is how I describe it: Know your limit, stay within it. If you don't, we will rape your wallet with fees.
