Question: How do I send a mass e-mail to all of the users who have signed up that have checked the box that says “Receive emails from the Administrators.”?

ACP -> Users and Groups -> Mass Mail.

Edit Mass Mailing:

Define the Recipients
Username contains...
Email address contains...
Members of the following groups...
Post Count is

You just choose whoever you want to send it to. If you want to send it to all users, select all the usergroups, not including the banned group.
