1. create new layer, draw rounded rectangle over desired area
2. use magic wand tool, select area around rectangle (maybe inside, idk sometimes it loses anti-aliasing)
3. invvert selection (ctrl + I) and then copy to new document
there's probably an easier way but it's how i do it

Take the image and put it to the bottom.
Use the rounded rectangle tool and make a rectangle over the picture. However you must choose the correct setting in rectangle type, making sure that the inside is transparent.
Then just erase the outsides.

May be I am doing something wrong, its not working.
