That's like saying a caravan is part of a car. It's not, it's an unnecessary extension that you can do without.

It's only spam if you consider it spam. Nevertheless if it's really spammy it's probably not what a forum is intended for, whether it's on a shoutbox or not. Doesn't look very appealing to new users when they see a load of childish txt spk in a shoutbox.
There's nothing stopping you using one of the many shoutbox plugins around; this is why there's a plugin system

Actually, a shout box is a very good way to release announcements. We have custom coded one for our board (along with many custom coded things, char mod, soft delete mod, change log mod etc) and its only used via staff. Very useful, if you wanna see what i mean:

On one of my sites, the shoutbox gets used more like a short private message function than for public chat.

A forum software is a forum software. It is NOT a software where we add whatever social network features we feel like it. MyBB is renowned for it's fast speed and page loads. Adding a shoutbox would ruin it.

Agreed! It also comes in handy for live user assistance, if a staff member or an experienced user happens to be viewing the forums at that time, that is.
In most cases, I'll try to establish a date and time, via email, to be on-line with a user that has requested help doing something on the forums, after which I'll remove our 'chatter' so as to not clutter up the forum's Shout Box with such. I may, however, copy, paste and edit the discussion to a FAQ or similar forum for future reference by others.
Should it be a built-in 'standard' feature? NO!
Why? Because they are prone to abuse and over-use and it basically defeats the purpose of a forum's predefined discussion topic areas.
If one wants "live chat", as apposed to an organized forum system, then I suggest that either a 'Chat System' be installed on the site or that a link to a dedicated 'Chat System' be on the instead of using a dedicated forum package.
