Are you wanting free hosting or paid?

If you're paying I'd recommend Forum Forge.

You need to set up some hosting before you do anything else.

you need ftp an account and upload all files to server first

An FTP client allows you to upload your files to your host - FileZilla is what most people use.

Alright, I did that, now how do I make the forum? (sorry, I am all new at this. I do some html, but not much.. )

You need to upload the entire contents of the Upload folder to your hosting using an FTP client.

Then navigate to http://www.yoursite.tld/install/
