I want to move my forum from runegear.net/index.php to runegear.net/forums/index.php.
I know I need to make a directory, but I want to make sure of the other things I must do to do it right, can anyone give me a list?
Change the settings in admincp (URL, cookie), then move the files.
Is that all that's necessary to do?

change the URL and paths but leave the cookie info alone at / this will let you use the portal and other mybb related lages outside the forum directory (portal for home page type stuff)

sure it is. i quoted a post telling you to change the settings and i said what settings to change.
