What dose it mean by your forum's root directory? like mine is /forum/ or do i upload it to Public_html?
it would be where ever your forums is installed so if it's /forum/ thats the root dir

Yes, it's just whether your files are, they just need to overwrite the old ones. There's not much point putting them in the public_html folder if your forum is in the /forum/ folder.
