I am having the same issue. I've upgraded from whatever the last current 1.4 was to 1.6 and I am unable to delete a user. I have not renamed my admin folder or done anything special.
Same as above, make sure all your files have been updated properly. You'll only be getting this if you've got 1.4 code running.
The way i fixed this problem is when i upgraded i backed up my whole data base then deleted all the mybb files and reuploaded them all did a clean install of the forum and just put my back up in phpMyAdmin not sayin thats how to fix it thats how i fixed it
All you needed to do was upload the files again...
