All submitted stuff gets 2 stars in the Mods section.
Is any evil guy rating all or is it just default?
Because members prob think it's a bad theme / plugin if it always has 2 stars.

I'm not aware of any problems with the rating system at this time. I just checked the ten most recent submissions and all were still yet to be rated.

Same for the the top 6 mods on http://mods.mybb.com/stats/latest-submissions were rating 2
