Go to ./inc/ and CHMOD "config.php" to 644.

You should do the opposite, chmod it first to 775 and if that will not work, then chmod it to 777. That will work for sure.
I did so I swapped the 775 and then to 777 and further confusion, and I changed the name to himself config.php?

I have mine set to 644 and it's writable.
siara, you need database connection information which your hosting provider should give you.

As far as I know 644 can not called writable.
