I don't find the function latest news, like here on the forum index with this announce (in green background) :
Latest News: MyBB 1.1 Released (9/03/2006)

I try "Forum Announcements" but it doesn't display like this !?
Can you help me ?

I try to create a forum called Announcements (fid=11)
and in admin panel > Portal Settings > Forum ID to pull announcements from (enter : 11)
But it doesn't work, surely something missing !

It's not something built into MyBB. You have to put the HTML yourself in the index page template.

You can also use the other plugins/modifications that do something similar:
Emergency Message System
Board Announcement
