I hadn't visited the admin Cp
and haven't changed any settings but still my forum is closed

Goto your AdminCP --> Configuration --> Board Online/Offline --> Set to No.
If you haven't done this then do you have any other admins on your forum?
yes i have just made a new admin
and i cannot see the board online/offline
there is just these 2 settings inside board online/offline
