Hi I just did a fresh install of 1.6.I had login problems but solved that with cookies.But I have every control panel but the admin
forum/admin/index.php
I have done searches here but I have yet to locate the one that I understand or one that works.When I go to it it is just blank. I looked for more index php.They are everywhere it seems.But there is only one in
public_html/forum/admin/. this is a large one.
There is one
public_html/forum/admin/styles/
This i tiny
public_html/forum/admin/styles/default/
this is tiny.they only say:
<html> <head> <title></title> </head> <body>   </body> </html>
Could this be my problem or am I looking in the wrong direction?
I have cleared cache. I am not very proficient in all of this Actually a newb. SO any help in lame mans terms would be great. Thank you in advance for any help.More server info in attachment. Thanks again

That's all those ones are supposed to contain. When you look in the ones in ./admin/ itself, as in the one that's actually uploaded not just stored on your computer, what's in it??

The index in my admin looks like
