I just don't understand how can I restrict users not be able to use links in signature?

There is option in admin panel "Allow HTML in Signature" I have selected NO for it, but users can still have links in signature.

What is happening on my forum is new members joining the forum, go to their User CP and put 2-3 links in their signature and run away. I manually have to track them and remove their links.

Any help?

I use a plugin that stops users having signatures altogether until they've made a certain number of posts.

There are plugins that just stop links but I've found them ineffective, they'll stop the use of [url] BBCode but not raw links.
