I was just wondering if it was possible to give a certain user group the permission to lock their own threads only
so if i had i vip members group, any member of that group would be able to lock there own threads only and not all threads on the forum.

Nope, only via plugin and I don't know if one exists

it is very possible seeing as how hackforum's ''l33t'' and "ub3r" members can lock their own threads...which is where i think you got this idea from.
