Is there a way to make a page of just information, not a thread, from the ACP? Or do I need to make it from scratch?

The easiest way is to use the Page Manager plugin - http://community.mybb.com/thread-63082.html

If you are hosting it on Cpanel you could create a page through File Manager as well.
