Hey, can you create a new shout box? Like each time someone shouts the shoutbox reloads?
There are way too many threads on this, the answer is always no. Shoutboxes are absolutely best kept to plugins.

There is a few shoutboxes and they should be kept as a plugin because not everyone wants/needs one.
