i got this error in my index.php page and /index.php?module=config's page

You'll need to contact your host about this error.

This is not about table corrupt or MyBB error?

Error 28 means the database server's hard drive is full. So no you need to contact your host to sort this out as MyBB couldn't cause this.

My hosting? just shared host...

Must be overcrowded servers, or you have a forum that's way outgrown shared hosting, get a VPS or reseller hosting.
