Can you upload other attachment types successfully?
Not large files, I tried unsuccessfully with a 3.4 mb zip file.
I just uploaded a smaller file with no problems, so it does work.
A larger file got this error, which is to be expected. You'll need to contact your host to see if they can increase the limit.

If thats the case why can i upload gimp files (.xcf) that are bigger then that.
I did not get that error when attempting, what file size did you use?
It was 9MB, just realised that exceeds the limit set anyway.
