Get a webhost before you even think of starting a forum.

Listen, my friend. Install Apache, php and mySQL first on your own computer. Then install this software.
Play with it first.
Then run it from your home computer.
I been doing a forum for years using my own home computer. (I was using ASP and SQL Server. I have given up hope on MSFT). Its that easy.
Forget a forum hosting company. But you need to at least pay for a domain name if you want to be tacky.
