I just installed shout box plug in but it is on my Footer of the site! How can i put it to the header? I checked plug in setting but there on nothing about the position!

You should do how is said in the istruction of installation this plugin:
4a. Edit the template 'index' (under "Index Page Templates" template group), find:

If it show in footer delete <sf_shoutbox> of the template.
You don't want two shoutboxs showing right?
Most of the peolple use it in header, but in index is more soft for the speed of your forum.
Add below the header tag to fully work.
