Please help, I really need one or two moderators to help me with my site. How can I make members into moderators?

ACP > Users & Groups > Users > **choose user** > change their primary usergroup. If you put them in the Super Mod group they'll have all mod powers in all forums, if you put them in the Moderators group you'll need to go to ACP > Forums & Posts > **choose forum** > Options > Moderators > add them as a moderator here and give them permissions.

When I go to change the member's primary usergroup nothing shows up, do I have to make the group?

What do you mean nothing shows up?? They're default usergroups. Printscreen what you're looking at.
