I currently host my forum on a shared Bluehost Package. I love Bluehost and have used them for years.

None the less I am wondering at what stage of site visits and views should once consider moving from shared hosting to something more stable?

Is it a real how long is a piece of string type question or can someone give me some ideas?

The last thing I want is to have any significant downtime on my forum!

Do you have much downtime now? If not, I can't see the point of moving, unless they're really bad, but you just said you loved them.
