I upgrade 1 user to moderator level and I see he can modify other moderators.
How to set for moderator can't modify other moderator?

You can't without a plugin. Moderators should be trustworthy, if you think they're going to start changing things they shouldn't then they probably shouldn't be a moderator anyway.
