Admin CP -> Configuration -> Settings -> Server and Optimization Options -> Advanced Stats / Debug information -> No.
Is there a way in the css or templates so if someone downloads it they won't have to deal with it?

That debug info is only shown to administrators so dont have to worry about it.
If you do want to remove it from the template, open footer template and remove
<div id="debug"><debugstuff></div>
.
BTW debug info can be really useful for the admin...
If you're releasing a theme, I highly recommend you keep the debug information. A lot of people use it.
Oh I so only the admins see it, then I don't need to hide it.
