Can users give multiple reputations to the same user?

what does this exactly means??

All it means is that users can give more than one reputation to a user.

It's a bit more than that. The setting means that users can give more than one normal reputations to another user - as in, visiting a profile and clicking on 'Rate'. If this is disabled, then they can do this only once.

The setting does not affect the 'Post Reputation' feature.
