1. Go to yoursite.com/portal.php
2. Easiest way is to rename index.php to forum.php and portal.php to index.php
3. By default there is no link.

but want to know from in forum we can access it... or we have to type the address in address bar only

You can add a link manually.

You can add a link to it in the header template; ACP > Templates & Style > Templates > **expand template set for your theme** > Header Templates > header > copy one of the links there.

I found a plugin before that put the portal as the first thing to load. but now I can't find it, I thougtht i found it here.

This was made for 1.4: http://mods.mybb.com/view/portal-redirect-v110

Try changing the compatibility in the plugin from 14* to 16*
