Is there anyway we can set DOB required on registration

Don't know why is it.
If is a custom field of the profile, yes you can, go to
Admin CP -> Custom profile fields -> Select it -> Required -> yes

it is not a custom profile field. You can't make DOB required AFAIK for now

If you enable COPPA then it is required but then you'll deny users under 13 access to your forum

I'll look at writing a plugin for this tonight. Lots of people ask about it, and COPPA, currently the only way of doing it, isn't the best way really.
