How can I force users to give only max rep allowed instead of choose?

This isn't what he's asking. He's asking for example, if a user is capable of giving +1 or +2, he can only give +2. Some quick-thank plugins do this but there's no built-in functionality, needs a plugin.
Oh, I'm mistaken then. As Uncontrol said, you'll need a plugin.
Is there any plugin for that?
