I just came up with this idea after adding a few more forums to my site.
Instead of having to manually edit each and every forum (say you need to change the text or URL), you could set a global rule, or specific rules for specific forums.
Basically what I'm talking about is making something like the "Latest News Bar" mod, except for rules.
So, you can assign a global rule for all forums.
Or, you could assign a different rule to specific forums.
So, one forum could use the global rule + specific forum rule + maybe even another specific forum rule.
I just think it would be a lot easier to do this than having to go to admin CP and edit each and every forum to change / add the rules.
(I know what I said was a bit confusing, ask questions)
