Is it normal for banned members to receive mass emails?

If you select the banned group when sending mass emails - yes.

The thing is, if you don't select any groups at all while sending a mass email, it will send them to everybody and I think that it's not normal for them to be sent to banned members as well. I wonder if the "awaiting approval" group gets them too?

Just select the groups you do want to receive it, I really don't see what the problem is here.

I would say if you don't click any group it thinks you 'forgot' and then sends it to every group just so the newsletter gets sent out. Next time just select the groups.
