Although a lot of them scam this, there are still a large number who actually offer this.
I would recommend some smaller, perhaps lesser known company though, as they will usually just hired a server room with some computers. ( still check them out carefully first )
I knew a guy who did this ones,
He had 2 computers as server and simply let them pay for the disc space, because and i agree, as long as the internet cable is plugged in, they have bandwidth.

As Labrocca has said before it's mostly CPU you need to worry about these days. Storage and bandwidth are so cheap now that a lot of providers can expand them almost indefinitely.
