I want to make a new page.

I want it to have the header/footer template included.

I pretty much want a page just to write rules of the forum (please don't link me to a plugin, I want to do it this way), but I want the navigator and breadcrumb bit and footer to all show.

How can I do this (what do I put in "about.php"?)

Yes. I said I'd like the "about" template to be included (a custom template I made).

Otherwise use the page manager plugin to create as many pages as you want with the header and footer files included automatically while creating the pages and blends with your current site theme.
