I can't find an htaccess file in root or the admin folder that could be causing this (I have searched for hidden files). So, it looks like I might have to try those SQL commands. Before I do, I want to try something else. I will dump all my MyBB tables via phpMyAdmin and re-load them into a fresh MyBB 1.4 install and then upgrade that to MyBB 1.6.
Make sure you're sure you've got backups of things before dropping anything. That probably won't fix this problem though, something somewhere is causing this hacked page to come up, and it won't be anything in the database.
It should fix my problem because once I've got the data, I'm going to zap the server and set it up again from scratch.
