Can someone develop a plugin that allows you to restrict users from PMing?

No, I want to restrict users from PMing others.
So individual user permissions?? I've got something planned for this.

Why not just create a user group identical to registered except disabled PM and move them there?
You might want to restrict specific things from specific users (ban user X from PMing, ban user Y from giving rep, ban user Z from uploading attachments), creating a usergroup to do that every time will mean you end up with loads of usergroups only being used by one person, they'd all show in all usergroup dropdown menus and the forum permissions page would be huge.
Yeah, sorry, I'm not saying per-user permissions is bad. For this specific usage though, my suggestion is a good stopgap until such a plugin exists.
