I upgraded my forum from 1.4.5 to 1.6 last night. Those people who have active cookies can get in fine, those who need to login get The service is unavailable when they hit the member.php page. The email is not working on the forum (that's another issue I hoped the upgrade would solve) so I'm not getting emailed with any details.

The forum is www.evanstonwritersworkshop.org/forum/

Due to issues with godaddy's Windows server the trailing slash is necessary.

Could be the server is just busy. Ask them to try logging in again.

Multiple people have tried several time in the last 4 hrs. People can get in if they have their cookies enabled and don't have to actually log in. It seems to be that page and not the server.

'The service is unavailable' is not a message generated by MyBB, your host is sending out this message.

Also if you've been on 1.4.5 all this time I seriously suggest keeping up with releases more, you've had hundreds of unfixed bugs on your forum, and you've been vulnerable to a serious well known security vulnerability for a year and a half.
