When Making A New Thred the Attachments Panel Is Way At The Bottom Is There A Way I Could Move It TO The Top..Where My Members Would Be Able To Spot it.

New Reply and New Thread templates, move {$attachbox} to the top where you want it.

could you give me an example on where to move it because i dont want to mess anything up?

To put it at the very top:

Open Newthread template:

First remove {$attachbox} from the bottom

Then,

Find:
<input type="hidden" name="my_post_key" value="{$mybb->post_code}" />

After that line add this:
{$attachbox}
