I have changed the Plugin
From
"compatibility" => "14*",
To
"compatibility" => "16*",
And it doesn't show on the index page.
Mind telling us what plugin it is so we might have some idea of what to suggest?? Have you deactivated it and activated it again??

Ive deactivated it and activated it again still no plugin on the index page.
May be you have to enable the plugin in settings manually.
Maybe you can give an admin test account for us to check.
I am not the reputed one here, so maybe to MattR.
If asks for one then suppose ill give him one
