Besides, if you REALLY want this, you don't need a plugin. Just make a group that only has that single user in it, and make that group's rank image whatever you want for that user.
but then a group for each person you want to have a custom image for plus you need to manage the permissions, etc for them.
the plugin is already written, i just had to tweak my existing username image plugin in a few lines. super easy
