so i changed the CHMOD value of the file :
inc/functions_forumlist.php

to 777 as a plugin needed that there is also been said change it when you remove it i did remove the plugin but i dont know what the CHMOD figure was for the file : inc/functions_forumlist.php so could someone plz looke at his FTP / Cpanel and tell me .
