This plugin is not compatible with 1600....
But simple trik to fixed it is editing the userbarplugin.php and change this :
"compatibility" => "14*",
into
"compatibility" => "1600",

It is as i use it on my 1.6 all you need to do is change the compatiability in the plugin file
