Just looks like HTML pages. I don't see the need for a "script" for that anyway.

If it is just static HTML, there is not script, its just some HTML and CSS.

Not really, he should just make an HTML page and then retrieve content from the site with some php and mysql to fill the boxes.
Looks a bit like "hot" links script. There are plenty of those around.

Some of the answers on this thread don't make much sense.
You can use PHP in a HTML page. Just because the exension is html doesn't mean all the content is.
