It exists in phpbb i think, i searched overhere but couldn't find it. Its the following, there's an extra button near the "edit/delete"-post buttons for ignoring a certain user which you don't want to read his/her posts anymore. There is an ignorelist in the "buddy"-system but you still can read the posts that the user on the list mades.
