When I click on BLOCK MANAGEMENT, PAGE MANAGEMENT, PORTAL SETTINGS in admin CP section.

I got these message.

Forbidden

You don't have permission to access /admin/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Please help me.

Means there is a htaccess file in that folder, Obviously without your ip address as an exception

If it's only those specific areas it's highly unlikely it's that.

Is it a 1.4 or 1.6 plugin?? Chances are it's not had the changes to the URL structure to make it work with mod_security properly.

IT'S VERSION IS 1.6

Then contact the author of the plugin, it's not fully 1.6 compatible.

Also there's no need to use caps lock, makes you look childish.
