You can try to go to: AdminCP > Tools & Maintenance > Recount & Rebuild > Recount Statistics.
If that doesn't work, check if there are banned users on your site. It's possible that the counter on the bottom of your forum doesn't include banned users but the counter on the admincp does.

The number of users registered counter includes banned users.
Try rebuilding your statistics.
