Agreed, on fluid themes it's not really an issue. But, if your following something like the 960px width a sidebar takes up to much room(even on the index in most cases as I find them useless in less it has something more that isn't already on the index)

I prefer to have it globally. If a user finds a function useful on the sidebar, wouldn't they want to have it on every page to access easily?
