How do I make it so that users under the age of thirteen need to submit COPPA forms? Also, do you use COPPA?

And I believe MyBB uses COPPA, not too sure though.

Admin CP > Configuration > Settings > User Registration and Profile Options > COPPA Compliance.

Or have a look at the plugin Kyuubi mentioned above.

COPPA is specifically for people aged 13 and under. If you allow people aged 11 and 12 in, then it's in breach of COPPA.

I made a mistake in the age. Well, does it come built in?

Yes, COPPA is built in, just search for 'coppa' with the settings search box.
