Make sure ./inc/languages/english/admin/ is uploaded, is CHMOD to 755, and the files inside are either 644 or 666.

Also, it looks like you changed your cookie settings when you installed. Your cookie domain should be cools.netne.net and your cookie path should be /

If you can edit these at ACP > Configuration > General Configuration > then change them here, if not, you'll need to edit them in ./inc/settings.php and then do it again in the ACP.

You've checked all that and it's still not displaying correctly?
