How can I set a forum to only be accessible to users that have x amount of posts?

You can use the group promotions feature. Setup a new usergroup, copying the permissions from the Registered group. Then change the Registered group to not have access to that forum. Then setup a group promotion from the Registered group to your new group (that does have access to that forum) at a certain post count.
